Central City is a U.S. Army Corps of Engineers (USACE) federally authorized Civil Works project for the purpose of flood risk management subject to Section 106 of the National Historic Preservation Act (NHPA). In order to identify historic properties that may be affected by the undertaking, the USACE has developed an updated historic context, which provides the basis for judging a property’s significance and ultimately its eligibility under the National Park Service’s Criteria. Previous efforts to identify historic properties and avoid, minimize, and mitigate impacts are included in several archaeological investigations and the 2009 report titled Below the Bluff: Urban Development at the Confluence of the West Fork and Clear Fork of the Trinity River, 1849-1965. The new historical context expands the temporal parameters of the original and intends to address data gaps since the development of the initial report.
