Mr. Rob Newman is the Deputy District Engineer for Programs and Project Management Division (DPM), Fort Worth District, U.S. Army Corps of Engineers (USACE).  He is responsible for management of the District’s Civil Works, Military Construction, and International and Interagency Support portfolio of projects valued around three billion dollars.  He was selected as the DPM in June 2023 after serving five years as the Director of the Regional Planning and Environmental Center (RPEC) located within the Fort Worth District.  The RPEC is responsible for all planning and environmental compliance activities of civil works, military, and IIS missions throughout the Southwestern Division’s area of responsibility.

Mr. Newman started his career with the U.S. Army Corps of Engineers as a Park Ranger in Waco, Texas in 1994 and spent six years there and one at Joe Pool Lake in Dallas.  In 2002, he transferred to the Fort Worth District Office as an Environmental Resource Specialist.  Since that time, he has worked on multiple civil works and military projects.  In addition to his Environmental jobs, Mr. Newman has served as a Plan Formulation Subject Matter Expert; Chief, Planning Section; Chief, Environmental Resources Branch; Deputy Chief, Planning, Environmental and Regulatory Division; Deputy Director and Director; Regional Planning and Environmental Center; and Director, Trinity River Corridor Project.

Over the past Decade, Mr. Newman has not only provided an oversight role on most Civil Works Projects within the Southwestern Division, he had direct oversight of the Dallas Floodway Feasibility Study that culminated in a Director’s Report in 2016.  In addition, Mr. Newman has deployed twice, once to Kuwait in November 2021 to November 2022 where he was the Deputy District Engineer for Programs and Project Management for the Transatlantic Expeditionary District and once to Afghanistan from April 2016 to April 2017 where he was dual hatted as the Afghanistan Infrastructure Fund Program Manager overseeing a $400 million high voltage transmission project and Deputy Chief; Programs and Project Management Division, Transatlantic Afghanistan District. 

Mr. Newman has twenty-nine years of service with USACE, has lived in Texas for most of his life, and earned a Bachelor of Science Degree in Recreation, Park and Tourism Sciences from Texas A&M University in 1997 and a Master of Science Degree in Environmental Science from Tarleton State University in 2008.  His many honors include the Superior Civilian Service Award, Meritorious Civilian Service Medal, Civilian Service Commendation Medal, and Bronze de Fleury Medal.
