TITLE: USACE Determination of Above Ground Historic Properties Present Within the Area of Potential Effect of the Proposed Lamar Levee
REQUESTER AND NON-FEDERAL SPONSOR: City of Dallas
LOCATION: The project is located on the Trinity River in Dallas County, in the City of Dallas, Texas.
BACKGROUND: Dallas Floodway Extension is a U.S. Army Corps of Engineers (USACE) federally authorized Civil Works project for the purpose of flood risk management subject to Section 106 of the National Historic Preservation Act (NHPA).
In order to identify historic properties that may be affected by the undertaking, the Army Corps of Engineers conducted an architectural survey of the area of potential effect (APE) for the proposed construction of Lamar Levee. In accordance with the Programmatic Agreement among the USACE, City of Dallas, and Texas State Historic Preservation Officer regarding the Dallas Floodway Extension Project, the USACE is providing the draft report entitled “Section 106 Compliance: USACE Determinations, Dallas Floodway Extension Project, Lamar Levee, Dallas, Dallas County, Texas” (Murphey 2025) for public comment. The draft report determines the construction of the levee will have adverse effects on the historic Procter & Gamble complex the historic Union Pacific Rail Lines. The adverse effects will be mitigated in accordance with the Programmatic Agreement available at this link: https://www.swf.usace.army.mil/Missions/Civil-Works/Dallas-Floodway-Extension/Cultural-Resources/.
SOLICITATION OF COMMENTS: The USACE is soliciting comments from all parties having an interest in the undertaking’s effect on historic properties. Comments supporting, opposing, or identifying concerns with the survey methods or results will be considered by the USACE.
