FORT WORTH, Texas -- Fort Worth District, U.S. Army Corps of Engineers (USACE) and City of Texarkana, Texas, Officials announced today the initiation of the Wright Patman Lake Ultimate Rule Curve (URC) National Environmental Policy Act (NEPA) review process.
This review process is being conducted in furtherance of implementation of Contract DACW29-68-A-0103 (End State Agreement), which was approved on July 11, 1968 by the Secretary of the Army. The current operating status of Wright Patman Lake provides storage space in the lake between 220.6’ mean sea level (msl) and 227.5’ msl for municipal and industrial water supply. The URC, also known as the End State Agreement, would provide storage space between 224.89’ msl and 228.64’ msl for municipal and industrial water supply. Implementation of the End State Agreement is contingent upon 1) the deliberate impoundment of Jim Chapman Lake (impounded September 28, 1991) and 2) mitigation of any environmental and cultural resource impacts resulting from the End State Agreement.
A NEPA review document will be prepared to describe the affected environment, as well as analyze the potential direct and indirect environmental effects of the URC. Input and comments are solicited with respect to the Wright Patman Lake area, to assist us as we progress through the NEPA process. A 30-day public comment period begins on Thursday, June 3, 2021 and ends Saturday, July 3, 2021.
