Mr. Bob Hardbarger is the Deputy District Engineer for Programs and Project Management Division (DPM), Fort Worth District, U.S. Army Corps of Engineers (USACE). He is responsible for management of the District’s Civil Works, Military Construction, and International and Interagency Support portfolio of projects valued around three billion dollars.
Bob previously served as the Chief of Military Integration Division (MID) for SWD from 2022 until 2025 responsible for a $3B annual MILCON, SRM and IIS program. Before that he served as Director for the Border Infrastructure Program Management Office (BI-PMO) for the U.S. Army Corps of Engineers (USACE) Southwestern Division from 2017 through 2021. As Director, BI-PMO, Mr. Hardbarger directed an interdisciplinary team representing two Divisions and four Districts to deliver the $5B Border Infrastructure Program in support of U.S. Customs and Border Protection.
Mr. Hardbarger is a 18-yr veteran of USACE, with previous assignments as Program Manager in Fort Worth and Afghanistan, as Deputy Commander in Huntington, WV and as Area Engineer in Turkey. Specific assignments include Tactical Infrastructure (TI) Branch Chief responsible for delivering CBP’s TI projects, Department of Veterans Affairs National Cemetery projects and Bureau of Engraving and Printing facilities projects; Afghanistan National Army Program Manager; and American Recovery and Reinvestment Act Land Ports of Entry Program Manager.
Bob also served in the U.S. Army as an engineer officer for 22 years. His military career culminated as Chief of the Engineer Division for Joint Task Force - North where his partnership with U.S. Border Patrol to deliver border security projects began in 2004.
He holds a B.S. in Petroleum Engineering from West Virginia University, a M.A. in Leadership and Management from Webster University and is a certified Project Management Professional.
