Subject: The Fort Worth District of the U.S. Army Corps of Engineers (Corps) has received a prospectus for Kickapoo Creek II Mitigation Bank from Wild-TX Lands, LLC.
LOCATION: The proposed bank is located along Kickapoo Creek, approximately 2.8 miles northeast of Troup, Smith County, Texas. The approximate center of the proposed bank is latitude 32.1926 north and longitude 95.0857 west, located on Troup E 7.5-minute quadrangle map, U.S. Geological Survey. The site is located within the Upper Angelina watershed (8-digit HUC 12020004) and the South Central Plains U.S. Environmental Protection Agency (USEPA) Level III Ecoregion.
PROJECT DESCRIPTION: The bank sponsor proposes to restore, enhance, and permanently protect approximately 5,936 linear feet of intermittent streams, 1,894 linear feet of perennial streams, and 13.85 acres of forested wetlands. The site is located within the Upper Angelina watershed of the Neches River basin. The proposed bank would create in-channel credits and riparian-buffer credits for both intermittent and perennial streams and forested-wetland credits. The purpose of the proposed bank is to provide potential permittees with mitigation credits needed to compensate for unavoidable loss of waters of the U.S. (WOTUS) within the proposed service areas in accordance with the Mitigation Banking Guidelines (CESWF-10-MIT, dated June 16, 2011).
