This public notice is being issued to provide interested parties an opportunity to comment on a proposal by Mitigation Strategies, L.L.C., to establish the R.W. Coffey Mitigation Bank (RWCMB), a mitigation bank that would be located approximately three miles west of Sulphur Spring in southeast Hopkins County, Texas.
